This is Chrono-Ranger's Compounded Bow from Sentinels of the Multiverse (copyright Greater Than Games). Technically it isn't so much an item as it is a part of Chrono-Ranger, being a form that his mechanical arm can take, but it's just way too cool-looking not to model.
